The world is entering the 21st Century and it is characterised by radical changes. The change was driven by the development of information and communication technology based on digital-cybernetic technology. This technology has been developed massively and its presence heavily provokes the emergence of new views on reality as well as new thoughts in many disciplines including arts and design. The inevitable wave of digital technology development as a necessity of life in the 21st century eventually led to the era of disruption. This era is characterized by fundamental changes, both at the platform and praxis level. These changes touch upon problems in the upstream issues such as philosophy, policy and regulation to the downstream issues in the form of outcomes related to capacity building development at the national level and its strategic orientation in the global world.
