The role of state as victimizer through unlawful action of its apparatus has been emphasized by many studies taken in the area of victimology. Following that, state has to be responsible as well to relieve the citizen from being the victim of, especially, violent crime. This article then focuses women as the target of violence whom having no capacity to resist as the perpetrator is recognized as the state’s apparatus. Examples occurred in some fields and conflict areas are forwarded as cases.
